Disability: self described obesity

Represented by: self represented (he is a lawyer practicing in Puerto Rico)

Number of lawsuits filed: hundreds

Targets: primarily restaurants


Mr. Velez alleges that his weight and binge-eating disorder qualify him as a disabled person under the ADA. He practices law in Puerto Rico, yet provides a Miami area PO Box as his address.

Mr. Velez has filed a large number of cases in California. He sues multiple restaurants in a single lawsuit. This questionable tactic allows him to save money on filing fees. He has also filed suits against businesses in Oregon using this same tactic. 

Mr. Velez was captured on surveillance footage in Oregon, showing he is capable of walking with ease throughout a restaurant, sitting and rising from a bench seat. As a result he has achieved notoriety beyond his wildest imagination (see below).
